Four Housing Markets in One State
City of Chicago
Condos, high-rises, classic brick bungalows and two-flats. Prices run above the state average, and property taxes are a major line in every budget.
Chicago suburbs
Single-family homes with basements and yards near well-regarded school districts. The most competitive market in the state.
Central Illinois
Far lower prices than Chicagoland, larger lots and smaller-city amenities in places like Peoria, Springfield and Champaign.
Southern Illinois
The most affordable region, mostly detached older homes with a rural setting and a lot of space for the money.
Where Illinois Wins for California Buyers
Across much of the state, median home prices fall roughly in the $200k-$300k range, which shrinks the mortgage principal dramatically compared with California. A 20% down payment becomes realistic for many buyers without selling other assets. For renters who never expected to own, that alone can justify the move.
Full basements are standard in most single-family homes. That is usable space for storage, a gym, a playroom or a finished in-law suite, and it changes how you should plan your move. Furniture and boxes you would have sold for lack of room may now have a home, so think twice before downsizing too aggressively.
Property Taxes Work Differently Here
Forget Prop 13. In California your tax bill starts from your purchase price and assessed value growth is capped at 2% a year. Illinois uses assessed value, a state equalization factor and the combined rates of many local taxing bodies, and there is no comparable cap. The result is that annual bills often exceed $5,000 even on a home priced around $250k.
| California | Illinois | |
|---|---|---|
| Basis | Purchase price | Assessed value of fair market value |
| Approximate effective rate | About 1.25% of purchase price | Roughly 2.0% to 3.5% of market value |
| Annual increase cap | 2% on assessed value | No comparable cap |
| Who sets the rate | Mostly fixed by state rules | Dozens of local bodies: schools, parks, fire, municipality |
Approximate, for planning only. Rates vary by township and change every year.
Reading an Illinois Property Tax Bill in Three Steps
- AssessmentOutside Cook County, homes are generally assessed at one-third of fair market value. A home valued at $300,000 would carry an assessed value around $100,000. Cook County applies its own assessment levels.
- EqualizationThe state applies a multiplier so assessments are comparable across counties, nudging the assessed value up or down.
- Local ratesSchool districts, park districts, fire protection, libraries and the municipality each add a rate. The combined total is what makes Illinois bills large.
Features That Surprise California Buyers
- Older Chicago-area homes may heat with radiators or boilers and lack central air
- Brick construction is common because it handles freeze-thaw cycles well
- Budget for furnace service, gutter cleaning, foundation care and winter prep
- Two-flats and three-flats let owners live in one unit and rent the others
- Desirable suburbs near top school districts can still see bidding wars

Planning the Move Around an Illinois Home
Chicago condos and high-rises usually require a reserved freight elevator and a certificate of insurance, and city streets may need a parking permit for the truck. Winter deliveries can face snow and ice, so leave flexibility between December and March. Our San Francisco to Chicago movers page covers the cross-country haul, and the coast-to-coast moving guide explains longer transit windows.
Are Illinois property taxes really that high?
Yes. They are among the highest in the country and mostly fund local schools and services. Even if your home costs half what it did in California, the annual tax bill can be similar or higher.
What is a two-flat?
A building with two separate apartments, common in Chicago. Many buyers live in one unit and rent the other to offset the mortgage.
Do Illinois homes have air conditioning?
Newer homes usually do. Many older city homes rely on radiators for heat and may need window units or a retrofit for cooling.
Is the Illinois housing market slower than California's?
Generally yes, though desirable suburbs with top school districts can still move fast.
